La política exterior del gobierno del MAS, encabezada por el canciller David Choquehuanca, acaba de tener uno de los mayores traspiés de los últimos años. La negociación con Chile para la consecución de un “acceso marítimo”, que la Cancillería boliviana pretendió urdir en secreto junto a su par trasandina, resultó un fiasco de proporciones, desde que tanto el presidente Sebastián Piñera como su Ministro de Relaciones Exteriores manifestaron su negativa a dar continuidad al preacuerdo tejido entre Michelle Bachelet y Evo Morales, aclarando tajantemente que “la soberanía no es un tema que esté sobre la mesa”. ¿Qué falló? Los expertos en relaciones internacionales coinciden en señalar que la estrategia de Chile respecto a la demanda marítima boliviana se ha caracterizado históricamente por la dilación, la confusión y el retardamiento, y de hecho estaríamos ante una nueva aplicación de esta doctrina. Mientras el gobierno de Evo Morales compraba espejitos de colores, creyendo que el marketing del “primer presidente indígena” permitiría lograr concesiones fundamentales, el país vecino siguió la línea inalterable de su política exterior de Estado: sentarse a la mesa a dialogar, no con miras a un acuerdo final sino a postergar indefinidamente la resolución del tema. No vale la pena reprocharle a Chile que defienda sus intereses nacionales. Lo que hace falta es que en Bolivia también haya un gobierno que contribuya a la construcción de una política exterior de Estado. Tarea difícil por el momento, con un mandatario entregado a la diplomacia de la retórica y la pelota, y un canciller dedicado a estudiar el sexo de las piedras, las profecías mayas y sus lazos genealógicos con la nobleza del incario…

García Linera y el Arte de la Guerra

Sepultada por el escándalo de Wikileaks quedó la noticia, el pasado 29 de noviembre, de la efusiva recomendación hecha por Álvaro García Linera a los altos mandos militares bolivianos para que estudien el clásico chino de Sun Tzu, “El Arte de la Guerra” (uno de cuyos ejemplares regaló tiempo atrás al presidente Morales). Es interesante transcribir un párrafo de ese texto: “La guerra se hace con hombres y para conocerlos es necesario infiltrar a nuestros propios agentes, que nos proporcionarán los conocimientos acerca de ellos”. ¿Se acuerda, lector, del caso Rózsa?
